Balthazar project «Towards enchaced protection Baltic sea from mainland-based threats: reducing agricultural nutrient loading and the risk of hazardous wastes (Baltic Hazardous waste and Agricultural releases Reduction)»

Duration of the project: February 2009 – February 2011.

The objective of the Balthazar project is to develop comprehensive models to manage hazardous and agricultural waste in Russia as a contribution to the National Implementation Programme for the HELCOM Baltic Sea action Plan. The expected outcome is to prioritization of necessary measures including designs for a pilot cases for investments adapted to a particular local and sectoral legislative framework.

The project will aim at reaching this goal by improvement for management of hazardous and agricultural wastes in St.Petersburg Leningrad and Kaliningrad oblasts of the Russian Federation.

Target group of project include relevant federal authorities (Ministry of Natural Resources and environment, Ministry of Agriculture, Ministry of Regional Development), regional (Governments of St. Petersburg, Leningrad and Kaliningrad Oblasts) and municipal authorities within these territories, as well as their respective departments/committees for environmental protection, agriculture, water resources, industrial (waste-generating and waste-management) and agricultural companies, scientific organizations, environmental NGOs and general public.

The project will be managed by the Pilot Implementation Unit (PIU) established in the HELCOM Secretariat. Practical Implementation is carried out by the Russian St.Petersburg Public Organization “Ecology and Business”.

Financial is enabled by grant from European Parliament Pilot Project Facility, through the European Commission Delegation in Moscow.
